Council tax is extremely regressive. It makes up a higher percentage of net income for low-income households than for high-income households (at least twice as high, but perhaps more like four times as high). People on low incomes spend a higher percentage of the value of their homes on council tax; the most valuable properties attract just three times as much tax as the least valuable, even though they were worth at least eight times as much in 1991, and many times as much now. As a result, council tax rates (as a percentage of property value) are much higher for lower value homes than for more expensive homes. On top of this, deprived areas generally have higher council tax rates than richer areas.
